Mission:
The Employer Reskilling and Upskilling Survey examines how firms identify skill needs, invest in workforce training, and organize upskilling and reskilling programs in response to changing technologies and business needs.
ERUS was designed to shift attention from whether and how much firms train to how they organize training within the firm’s broader system of activities. The survey captures detailed information on firms’ skill needs, training investments, program design, participant selection, delivery models, funding, incentives, assessment practices, and the HR systems that support workforce development.

About the survey:
The survey was developed following an extensive qualitative research phase, including 49 interviews with senior HR and business leaders, expert review, and a soft launch to refine survey constructs and questions. The first survey wave was fielded in July 2023 to senior HR leaders at medium and large U.S. firms.
The primary survey targeted Chief Human Resource Officers, Chief Learning Officers, and senior HR leaders directly involved in designing and overseeing large-scale training programs. A shorter companion version was fielded to non-HR C-suite executives, including CEOs, CFOs, and COOs.
The survey instrument, codebook, and dataset have been prepared for public release and will be published on this page soon.
